Frank, My 2001 V70 T5 (125000 miles) started doing this occasionally on cruise and then finally without the cruise on. It was like you were suddenly met with a very strong headwind and within a second or two, "no wind" and back to normal. My dealer says its the ETM (electronic throttle module). Fortunately for the 2001 V70 owners (and maybe other models / years) there is an extended 10 year (200,000 mile) warranty on this very expensive part. You will have to get the car to a cerified volvo dealer who will hook the car up to the computer and perform a test. Assuming the car fails the test, (make sure you get a copy of the test), the dealer should then proceed with a warranty request claim and make sure it is cleared through warranty first before authorizing repairs. I am told that the total cost in Canada (installed) is around $1000, if not warranty approved. Volvo is very particular on the 10 year limit from date of purchase. If you are one day over that period, you are SOL, regardless of how many times you reported the problem before hand or how many times the shop had tried to fix the problem.
