Mazda Millenia Questions

My problem is my '99 Millenia won't turn all the way off, it stops at Accelerate. I'm thinking it's because my gear shift is messed up. I just want to know a way I can go about fixing it. Because i can't seem to find somebody to help me with this

how can I unlock the steering wheel of my mazda millenium 2001 zoom zoom soon.

what is the reason why sometimes when i try to start my car all the dash lights come but the starter wont do anything but sometimes it does i replaced the starter and it still does the same thing
