I have a headlight on my 2007 ES350 that goes out while ...

I have a headlight on my 2007 ES350 that goes out while I am driving.  I can get it to come back on when I turn the lights off and on again.  The dealer tells me it is not the bulb, but some other part that prevents the lamp from self-leveling.  They also told me that it is covered by the extended warranty I purchased.  The dealer quoted me $1,300 to replace the headlight assembly.  The headlights are the ones that track when turning.  Is there no alternative to replacing the entire assembly?
