HE STATED THAT UPON STARTING AND PUTTING THE VEHICLE INTO REVERSE, THE ENGINE WOULD IDLE VERY HIGH AND THE VEHICLE ENGAGED INTO REVERSE RAPIDLY AT SPEEDS OF 20 MPH.
