Volvo Seat Belts Rear Buckle Assembly

My 2002 S60 seat caught fire last week now I have a burn hole in my seat and the heater doesn't work what do I do to get it fixed???

Volvo V70 1998, 210 kkm driven.
Driver's seat has felt hot in one place (near backrest, left side) for a year or two now whenever the seat heater has been turned on. However, today it was too hot to the touch after only being on for 45 seconds.
