The passenger seat belt is stuck and will not extend. I have an 2004 xc70. What is the fix? I have fooled with it but no luck.

 My Volvo s60 AWD 2003 caught fire the other day in less than 2 minutes of being in the car.  It was shocking and the dealer is going to do nothing to fix it.  

my 89 /240 volvo the heat was on and i smelled a fire and smoke was coming out of my vents so i turned the heat off. then it had an electrical smell.

1996 Volvo 850, driver side shoulder retractor on seat belt stuck, will not retract or release. 127,000 miles, never experienced this with any other car. I can't get it to release when I disabled. Need to replace.

2005 S60 front and rear driver side latches broken. Latches do not catch , cosmetically look fine. 125,000 miles.  Not subjected to more than average use.
