I have a 2007 Saturn Aura XE.  The airbag light is ...

I have a 2007 Saturn Aura XE.  The airbag light is on constantly, the "service airbag" message is on continually and the passenger airbag light indicates "Off" whether of not a passenger is sitting in the seat or not.  OnStar says the problem is DTC 0081.  A diagnostic run by a dealer certified to service Saturns says the problem is the module under the passenger seat.  A different Saturn certified dealer says it is the module under the driver's seat.  Which is it?  A different shop said it's the seat belt pretensioner.  Either way it's a multi-hundred dollar repair  How can I ensure the correct repair is made?
