Pontiac Electrical System:wiring Questions

when i turn the key to start there is like a hesitation befor it starts.

my 1996 grand am has lost all power.nothing works and i noticed the ignition switch turns without the key in ignition.i have treid jumps and waiting the 15 minutes nothing works .help please
