Hello Yvonne, I had the same problem with my 2004 LS430, I took the steering wheel cowl off and watched the motor I could see (up down) motor. I found that the motor turned a little and was obviously still working (sort of) my thoughts on this problem are that the grease they use hardens with age and the motor being very light weight could not turn the spindle. I cleaned as much of the old grease from the spindle shaft, then using a pair of pliers I took hold of the end of the shaft and turned the shaft by hand till it returned all the way up. I then applied some new grease to the shaft a lubed the pivot points. The wheel has gone up and down with no probelms for two months now. It is an easy job for anyone with a little common sense and some car knowledge.
