My 2001 KIA spectra (its a 2001) is having an idling problem. It wants to stay at 1 and then it goes up and down, what is wrong with my car?

2002 KIA Spectra the ac fan motor will not turn off; stays on when car is turned off; runs down battery.   Any suggestions?  I tried to find a new relay but even the KIA dealership says they can tell me what to look for.
