It is possible that the issue you are experiencing is due to a worn "serpentine" belt that is slipping on the engine pulleys when they are VERY WET. This would affect any engine components driven by this belt. This normally includes: the alternator, the air conditionng compressor and the power steering pump. See if the air conditioning gets warm all of a sudden and/or the check battery/alternator light comes on at the same time as the steering "locks up".
