03 f-250 shifter dosn't come out of park when key is turn ...

03 f-250 shifter dosn't come out of park when key is turn to on brake pedal is press on. only can be shifted out of park when key is turn enogh ,before dash iluminates can be shifted to neutral to start up with out even pressing the brake pedal, also confirm the 2 torq bots at base of steering for shifter leverage are secure tight, any Ideas what else cut be the probrem ??.

Driver seatbelt retractor inoperative. how to readjust retractor.

Have a 97 F350 with a 7.3 diesel. Glow plugs new with a new relay. When trying to start engine & waiting for wait to start lamp to go out to engine cranks great, but no start. On third try the negine fires right up. Ideas ??
