Rear turn signal bulbs have actually melted the housing units and lens ...

Rear turn signal bulbs have actually melted the housing units and lens covers on my 2002 Ford Focus SE Wagon.   I have replaced housing units and numerous bulbs but refuse to replace the lens covers due to the cost (yes, they are 'duct-taped' in place.  Ford Dealership had no idea why but indicated they had run into this problem in the past.  Ford company says "well, you're no longer under warranty for this' - Of course not!.  This was the first time a bulb had burned out.  Transport Canada said for me to have the wiring checked at the junction above the wagon lid.  Took vehicle in to a good electrical place, who initially said the housing unit was not installed properly, until I insisted they check the wiring.  Once they took off the side panels in the rear, the discovered that the ground screw had been painted over and it had no bare metal connection as the whole area had been painted. causing high enough heat to the bulbs to melt the plastic over the years and in some cases (mine) to actually explode the bulbs.  To me this is a factory defect, and quite possibly a safety hazard and Ford should be responsible for all repair costs and replacement costs.  All who have this problem, I urge to contact their local Dealership, the Ford Motor Company and their respective transportation safety/defect section of the government.
