how to remove the cover on the front seat belt retractor?

Will it hurt to drive my 1996 Chevrolet Astro AWD Van with the front passenger shock is broke? It sort ofs look like a low rider in the front anyway.

I have 97 chev astro van headlights turned on and then smoke starts
